Houston City Council votes to approve settlement for drowing

Houston, Texas City Council voted today to OK a $245,000 legal settlement from the city for the family of a boy who drown in a ditch in northeast Houston in 2004.  The boy who was playing in flood waters fell underwater and was sucked into a drainage culvert.  The boy's family sued the city because the drainage culvert did not have bars to prevent a person from being sucked into the culvert.
